Importing Egyptian Produce Into the UAE: What Re-Export Breaks

A pallet of Egyptian oranges that clears Jebel Ali and leaves again for Mumbai or Mombasa does not travel on the document it arrived with. Under ISPM 12, the international standard for phytosanitary certificates, the authority of the country of re-export issues a certificate of its own, and the additional declarations written on the Egyptian original are not carried across to it. Anything the final market requires as a declaration therefore has to exist before the container is sealed in Egypt, because the hub is not permitted to add it later.

Key Takeaways

Everything below is settled before the container leaves Egypt, which is why the list reads as instructions to the origin rather than to the market floor.

PointDetails
Name the final destination in EgyptAn additional declaration is written for a named country of destination, and it does not transfer to the re-export certificate.
Read the tick boxes before you accept the fileThe re-export model records whether the goods were repacked, whether the containers are new, and whether an extra inspection was done.
Keep a certified copy for every origin lotCombine two origins in one consignment and you need the original export certificate, or a certified copy, for all of the goods in it.
Budget for a laboratory, not a lookFour records in the whole EU alert file on Egyptian produce describe something a person could have seen.
You are the exporter of record on the second legThe finding at the destination is filed against the consignment you re-exported, under your name.

Two borders, one certificate that does not travel

Both countries run a national plant protection organization registered with the IPPC: Egypt's is the Central Administration of Plant Quarantine, and the UAE's contact point sits at the Ministry of Climate Change and Environment. What passes between them is governed by ISPM 12, whose current edition was adopted in 2022 after a revision written specifically around re-export. The standard carries two model certificates, Annex 1 for export and Annex 2 for re-export. They are identical except for the certifying statement, and on the re-export model that statement is a row of boxes the issuing authority ticks. Was the original certificate attached, or a certified copy. Was the consignment repacked. Are the containers original or new. Was an additional inspection carried out.

Four conditions have to hold before the certificate can be issued at all: every article in the consignment was imported, all of it is covered by an original export certificate or a certified copy, none of it was grown or processed to change its nature in the UAE, and none of it was infested or contaminated by pests the destination regulates.

What happens to the goods in DubaiWhat ISPM 12 provides
Stored and re-shipped intactRe-export certificate, with the Egyptian original or a certified copy attached
Split, and the parts shipped on separatelyA re-export certificate and a certified copy of the Egyptian original with every part
Combined with a lot from another originOriginal export certificates, or certified copies, available for all of the regulated articles
Destination asks for something only the origin can attestNo re-export certificate. The authority may inspect or test and issue a certificate for export instead, with Egypt shown in brackets as the place of origin

The line that catches buyers sits in section 6.1.3: additional declarations from the original certificate should not be transferred to a certificate for re-export, and any declaration on the re-export certificate has to rest on what the re-exporting authority itself did. A statement of freedom from a named pest, a place of production, a treatment applied at the packhouse, none of it follows the fruit through the hub. If the buyer in Nairobi needs that sentence, it is written in Egypt or it is not written at all. The phytosanitary certificate for Egyptian produce sets out what the Egyptian original can be made to say, and the Gulf import guide covers what MOCCAE and Dubai Municipality ask for on the way in.

Where the inspection has to sit

There is one place where a destination declaration, a residue result tied to a lot number, and a photographic record of the pallets actually loaded can all be produced together, and it is the Egyptian packhouse on the day of loading. A pre-shipment inspection draws the sample from the lot being shipped and reads the fruit against the contract for size, condition, pack and marking. Container loading supervision puts the reefer settings and the fruit temperatures on record before the doors close, which is the evidence a temperature argument turns on once the goods are three weeks away. Most of the Egyptian volume moving through the Emirates is citrus, and citrus inspection in Egypt is where the season specifics sit.

FoodGate Audit is an ISO 17020 accredited inspection body working on Egyptian fruit and vegetables. It carries out inspections rather than certification, and it holds no interest of any kind in the goods it examines.

Pro Tip: an additional declaration cannot be added retroactively in the hub, so the question to settle before the Egyptian certificate is issued is which markets this fruit could reach, not which market has bought it. A lot resold out of Dubai three weeks later needs a sentence only Cairo was in a position to write, and by then the file is closed.

What the alert file says a market check cannot catch

Our published dataset held 535 EU RASFF notifications (August 2026 snapshot) on Egyptian fruit, vegetables, herbs and spices, filed between 28 November 2019 and 31 August 2026. Counting rule, so the figures can be reproduced from the file: a record enters a category as soon as one of its hazard labels carries that tag, the same record can appear in more than one row, and 22 of the 535 carry no hazard label at all.

Hazard category on the recordNotifications
Pesticide residues453
Pathogenic micro-organisms29
Natural toxins9
Food additives and flavourings7
Environmental pollutants5
Allergens4
Mycotoxins3
Foreign bodies1

Four further categories appear twice or once: composition, chemical contamination, radiation, and one record where the hazard was not determined.

Now read the last row against the first. One record carries the label foreign bodies, stones in rubbed mint, and three more describe one in the subject line without any label attached: metal wires in marjoram, glass in fennel seed, a metallic fragment in onion bulbs. Four findings in nearly seven years that a competent person could have caught by looking. Everything else on the list came back from a laboratory. A grading check on the market floor is real work and it stops real defects, but it is not the control this file is a record of, and by the time a sample could be drawn at Al Aweer the container has usually been broken into buyer lots, so the result answers for something that is no longer what was sampled. The RASFF Egypt monitor follows the same notifications month by month, and the open data page carries the file itself.

Who answers at the second border

By value, no country sells more fresh fruit and vegetables into the six Gulf states than Egypt, at around US$750 million, and Egypt holds about 7% of UAE fresh fruit imports, concentrated in oranges, onions and sweet potatoes. Most of it lands in Dubai, where Al Aweer redistributes across the region and onward into South Asia and East Africa, and the Egyptian season calendar sets when each of those programmes runs.

That redistribution moves the liability. On the leg out of the Emirates the UAE company is the exporter of record: the re-export certificate carries its consignment details, and a rejection at the destination is registered against the goods it shipped, not against a company in Egypt the destination authority has no file on. Recourse then has to run backwards through pallets that have been broken up, re-marked and sent to three customers, against a packing list that was superseded in Dubai.

Frequently asked questions

Does a phytosanitary certificate issued in the UAE replace the Egyptian one?

No. The certificate for re-export is a different document from the certificate for export, and ISPM 12 requires the Egyptian original, or a certified copy of it, to accompany the consignment alongside it. Where a consignment has been re-exported more than once, the earlier re-export certificates travel with it as well.

What happens to the paperwork when one Egyptian container is split between three buyers?

Each resulting consignment needs its own certificate for re-export and its own certified copy of the Egyptian original. Splitting does not by itself block re-export certification, but where a risk of infestation or contamination is identified during handling, an additional inspection or test should be carried out before the certificate is issued.

Can lots from two origins travel on a single re-export certificate?

Yes, provided the original export certificates or certified copies are available for all of the regulated articles in the combined consignment, and all of them meet the import requirements of the destination. In practice the weakest documentary file in the mix sets the ceiling for the whole consignment.

Does the re-export certificate show whether the goods were repacked in Dubai?

Yes. The certifying statement on the Annex 2 model records whether the consignment was repacked and whether the containers are original or new, alongside whether an additional inspection was performed. For a buyer at the far end it is the quickest read in the file on how much handling sits between the grower and the pallet in front of them.

Who is named as the exporter when Egyptian produce leaves the UAE for a third country?

The re-exporting company in the Emirates. The place of origin still shows Egypt, but the consignment shipped onward is the one described on the re-export certificate, and a border finding at the destination attaches to that consignment and to the party that presented it.
