Yes, for a buyer who knows where to look. The EU record holds 527 RASFF notifications on Egyptian fruit, vegetables and herbs between 28 November 2019 and 23 July 2026, averaging roughly 88 a year across 2021 to 2025 against roughly 6,620 consignments a year, so a flagged shipment is the exception rather than the pattern. What decides your exposure is not that average but the concentration: four products carry 53 percent of the whole record, one insecticide is named in more than a third of the entries, and the microbiological findings sit almost entirely on dried herbs rather than on fresh fruit.

Where the risk actually sits

Seven years of notifications describe a market with a narrow problem, not a broad one. Four products carry more than half the record, and the ranking has been stable since 2021.

Counting citrus together, oranges, lemons and mandarins reach 34.5 percent of the record on their own. That share carries a caution for anyone reading it as a quality verdict: citrus is also Egypt's largest produce export by volume, so the category that ships the most is the category that gets sampled the most. The ranking tells you which files to open first. It does not by itself tell you that an Egyptian orange is riskier than an Egyptian pomegranate on a per-pallet basis.

The yearly totals are flatter than the category's reputation implies. The table starts at 2020 because the dataset holds a single record for 2019, dated 28 November.

Nothing here supports a story of collapse or of transformation. Since 2023 the record has held around 100 notifications a year, and 2026 was running at 69 by late July. A buyer planning a 2027 programme should assume the same order of magnitude and build the controls into the contract rather than wait for the origin to improve on its own.

The problem is chemical, with one exception worth naming

Of the 527 notifications, 446 involve pesticide residues and 28 are microbiological. The remaining 53 split into 31 spread across natural toxins, additives, environmental pollutants, allergens, mycotoxins and foreign bodies, and 22 where the published entry carries no hazard category at all. That distribution is the most useful thing in the dataset, because it tells you which test to buy: a generic food safety clause spends the same money on both risks when only one of them is present in the category you are buying.

The exception is specific enough to act on. Of those 28 microbiological notifications, 24 concern dried herbs and spices: thyme, marjoram, basil, parsley, dill, rosemary and dried mint, almost all Salmonella. The remaining four are two norovirus findings on strawberries, one of them frozen, and two on onion products. Fresh citrus, grapes and peppers are absent from the microbiological record entirely.

Pro Tip: Write Salmonella into the specification and the test plan for dried herbs, and leave it out of the one for citrus. A single microbiological clause copied across every line item makes the herb risk look covered while paying for tests the fresh fruit record does not justify. Why chlorpyrifos keeps appearing

One substance defines the residue record: chlorpyrifos, named in 182 of the 527 notifications, ahead of dimethoate (51) and imidacloprid (38). Those counts are label counts, and the labels matter. RASFF entries also carry chlorpyrifos-methyl and chlorpyriphos-ethyl as separate names, so combining them raises the family total, which is how our annual report reaches roughly one notification in three. Read a single label in isolation and you can see a decline that is only a relabelling.

The European Union did not renew the approval of chlorpyrifos in January 2020, and Regulation (EU) 2020/1085 then lowered its maximum residue levels to 0.01 mg/kg, the limit of determination. Once an active substance loses approval, there is no negotiated tolerance left to work with. In our EU MRL dataset of 237 verified limits across 17 products and 65 substances, 115 entries concern substances that are not approved in the European Union, and 72 of those sit at 0.01 mg/kg. At that level the analytical question stops being how much and becomes whether anything is detectable at all.

On the production side the molecule persists because it was effective, cheap and widely stocked for decades, and because a farm's spray habits change more slowly than an EU regulation does. That is the gap a residue finding measures: not a fraudulent exporter, usually, but a spray programme that has not been rewritten around the EU list.

Pro Tip: Send your laboratory the list of substances you want covered, in writing, and ask which of them the quoted method actually detects at 0.01 mg/kg. A quotation for a multi-residue screen is not a commitment to any specific substance, and the substances that dominate this record are precisely the ones that have left the approved list. Why a notification count is not a safety percentage

The usual framing of this question asks for a number: what percentage of Egyptian shipments fail. Every version of that number is misleading, and a buyer who relies on one is buying a false sense of precision.

A RASFF notification is not a failed inspection of a consignment. It is a record that an official control somewhere in the EU sampled something, tested it, and found a result worth alerting other member states about. The system publishes the numerator and never the denominator. It does not say how many Egyptian consignments were sampled, and border sampling is not random: it follows risk profiles, so a product already under suspicion gets tested more, which produces more findings, which sustains the profile.

The distribution of notifying countries shows the effect plainly. Germany, Slovenia and the Netherlands raised 192 of the 527 notifications between them, 36 percent of the record from three of the 26 notifying countries. Slovenia alone raised 67, more than France and Belgium combined. What varies across that list is sampling intensity and laboratory practice, not the quality of what Egyptian growers loaded into the container.

So the aggregate answers one question and not the other. Set against roughly 6,620 consignments a year reported by Egypt's food safety authority, roughly 88 notifications a year puts the flagged share well under two percent on any reading of the arithmetic, and that is why the honest answer to the headline question is yes. The same figure is worthless as a guarantee for the specific container you are about to pay for, because it aggregates a population that was never sampled on your behalf. The record tells you where to aim. Only a check on your own consignment tells you about your own consignment.

Any 2027 sourcing plan should assume the same order of magnitude.

Does the RASFF record cover shipments into the United Kingdom?

No. RASFF is the European Union system, and the United Kingdom has not participated since Brexit, so consignments cleared into the UK do not appear in it. The record still describes the behaviour of the Egyptian production base, because the grower shipping to a UK buyer is generally the same grower shipping to Rotterdam, spraying the same field on the same day.

Can I use these numbers to compare Egypt with another origin?

Not directly. Notification counts reflect trade volume and sampling intensity as much as compliance, and each origin faces a different risk profile at the border. Comparing raw counts across origins without those denominators produces a ranking of testing effort rather than a ranking of quality.
